You are right, sudden "emergencies" need quick actions. But what if those quick actions are the wrong actions? You need to think it through before saying, the LoN needs to kill Japan. Because that could be the wrong course of action, perhaps you could try calming Japan down with peace talks.

Why would Hitler want to live in a depression? He wants to grow in the name of the Reich. Perhaps if the LoN wasn't so hard on Germany in WWI (not Germany's fault) Hitler wouldn't wan't revenge.
