Japan is always pushing it. They push until they get what they want or get far enough. Technically it is the League of Nations' fault, but Japan goes to the limit. This editorial says that Japan is a mini Germany; evil and greedy. Germany and Japan minipulate the LON and the other countries. So Japan is a villain, like Germany, they kill millions to rescue nothing or no one.
